The regulation that governs cat and dog food is the same entity that regulates cattle feed and poultry feed. The same ingredients in poultry and cattle feed are the same ingredients used in cat and dog food, except for the few ingredients specific to dog or cat food.

In conclusion, there is little to no difference between poultry/cattle feed and cat/dog food. Kibble is no different from animal feed whose purpose is to make cattle and poultry animals fatten quickly before the butchering season.
